OPTiM Geo Scan, a high-precision smartphone surveying system with millimeter-level accuracy, adds an "infrastructure inspection function" for local governments – reflecting on-site needs and providing end-to-end support from inspection and surveying to drawing creation and design via smartphone.

Pacific Consultants Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representative Director, President Executive Officer: Satoko Okano; hereinafter "Pacific Consultants") and OPTiM Corporation (Tokyo Headquarters: Minato-ku, Tokyo; President and Representative Director: Shunji Sugaya; hereinafter "OPTiM") have formed a business alliance with the aim of improving the efficiency of infrastructure inspection work for local governments. OPTiM has developed an "Infrastructure Inspection Mini-App (Infrastructure Inspection Function)" *, which includes an inspection recording function, as an extended function of the millimeter-precision smartphone surveying app "OPTiM Geo Scan (hereinafter Geo Scan)".
The "Infrastructure Inspection Mini-App" was realized by incorporating the operational know-how and on-site problem recognition of Pacific Consultants, which handles many public projects in the construction consulting industry, from the design stage, and combining it with Optim's surveying technology. By combining the practical knowledge of a company that is well-versed in infrastructure management with cutting-edge surveying technology, it has functions that are both practical and reliable in the field. The "Infrastructure Inspection Mini-App" will be available from October 7, 2026.

*This is a general term for the set of functions available on Geo Scan for infrastructure inspection work.

■Background of Development: On-site challenges faced by local governments in infrastructure inspection
In Japan, infrastructure built during the period of rapid economic growth is rapidly deteriorating, making proper maintenance and management by local governments an urgent issue. However, many local governments are currently facing the following challenges:

  • Understanding the location and status of the managed infrastructure requires a significant amount of time and effort.
  • Sharing information and making decisions within the organization regarding inspection results and problem areas takes time.
  • Due to paper-based management and scattered information, efficient data utilization is not possible.
  • The reliance on specialized surveying techniques and expensive equipment is increasing the cost burden.

In response to these challenges, Pacific Consultants and Optim have established a collaborative system that leverages the expertise of both companies to develop practical solutions tailored to the on-site needs of local governments. As a result of this collaboration, we have now launched the "Infrastructure Inspection Mini-App."

■ Overview of new features
The "Infrastructure Inspection Mini-App" is a new feature of "Geo Scan" that supports infrastructure inspection work by local government officials. On-site, users can efficiently create and manage inspection records linked to location information simply by entering information into inspection sheets and attaching photos from their smartphones.
By integrating with the high-precision surveying function of "Geo Scan," a series of tasks, from understanding the current situation after inspection and acquiring measurement data to creating drawings, can be performed on a smartphone. This will help reduce the workload and costs in infrastructure maintenance and management operations for local governments.

■Future developments: Towards continuous safety management of existing infrastructure
In addition to providing a mini-app for infrastructure inspection, Pacific Consultants and Optim also plan to offer new features to support safety checks for existing embankments and other structures.
Based on the Embankment Regulation Law, the national guidelines require regular on-site inspections and record-keeping/health record management for monitoring existing embankments. The upcoming features aim to enable efficient monitoring in accordance with these guidelines by combining it with the measurement functions of "Geo Scan," allowing for this to be achieved with a small number of personnel.
Both companies will continue to work on developing and providing solutions that contribute to the advancement and labor-saving of infrastructure maintenance and management operations for local governments.
