Pacific Consultants Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representative Director, President Executive Officer: Osamu OMOTO, hereinafter “Pacific Consultants”) and Axelspace Corporation (Headquarters: Chuo-ku, Tokyo; Representative Director: Tomoya NAKAMURA, hereinafter “Axelspace”) have signed a Memorandum of Understanding (MOU; hereinafter “this partnership”) with the aim of solving challenges in social infrastructure sector through the utilization of satellite data.

■Background of the Business Alliance
In Japan, as the population declines and the population ages, it is becoming increasingly difficult to secure the workforce needed to maintain and manage social infrastructure. At the same time, challenges surrounding social infrastructure are becoming more complex and severe, including the intensification and increased frequency of natural disasters caused by climate change, as well as the need to response to aging infrastructure. Amid these circumstances, there is a growing need to utilize satellite data—which enables regular, contactless observation of wide-area regions—for disaster prevention and infrastructure management.

Since the foundation in 1951, Pacific Consultants has been deeply involved in the development of social infrastructure—including roads, rivers, ports and harbors, and urban planning—for over 75 years. It is a social infrastructure services company with advanced expertise and a proven track record in the fields of disaster prevention and infrastructure management. AxelSpace is a space venture that operates a satellite constellation consisting of “GRUS”, a 100-kg-class small Earth observation satellite, as part of its Earth observation data provision service, “AxelGlobe.” The company possesses cutting-edge technological capabilities in the acquisition, analysis, and provision of high-frequency optical satellite data.
Both companies determined that by combining their respective strengths, they could provide more advanced solutions to increasingly complex social issues, leading to this business partnership.

The two companies will jointly promote the following initiatives:

• Planning, research, and development of new technologies and services utilizing satellite data from Japan and abroad
• Demonstration and social implementation aimed at solving social challenges such as disaster prevention and infrastructure management
• Coordination of project development, proposal activities, public relations, and sales efforts to promote the utilization of satellite data
• Utilization of Axelspace's satellite technology and services in Pacific Consultants' business operations

Through this partnership, the two companies will accelerate the development and societal implementation of solutions that leverage satellite data to address real-world challenges, such as the rapid assessment and wide-area monitoring of disaster conditions, as well as the continuous observation and management of deterioration and deformation in social infrastructure. In addition, they will promote joint proposal activities targeting domestic and international customers and contracting agencies, with the aim of expanding both companies’ businesses.
