We have been selected for the Ministry of Land, Infrastructure, Transport and Tourism 's FY2026 "Private Sector Proposal-Based PPP Modeling Project."

We are pleased to announce that the joint proposal group (hereinafter referred to as "PACIFIC CONSULTANTS"), Representative Director, President Executive Officer of PACIFIC CONSULTANTS CO., LTD., Ltd. (Headquarters Headquarters: Osamu OMOTO-ku, Tokyo; President and Representative Director: Osamu Ohmoto; hereinafter referred to as "Pacific Consultants"), NTT Field Techno Corporation (Headquarters: Osaka City, Osaka Prefecture; President and Representative Director: Takayasu Shimada; hereinafter referred to as "Showbond Construction"), has been selected for the "Private Sector Proposal Type PPP Modeling Project" (hereinafter referred to as "the Project") implemented by Ministry of Land, Infrastructure, Transport and Tourism Land, Infrastructure, Transport and Tourism in fiscal year 2026.

This project is an initiative by Ministry of Land, Infrastructure, Transport and Tourism of Land, Infrastructure, Transport and Tourism aimed at developing and disseminating new PPP methods to address challenges faced by local public organizations, by utilizing the technologies and know-how possessed by private business sectors.
This joint proposal was selected with Takarazuka City, Hyogo Prefecture, as the model local public organizations, with the theme of "Formation of an 'Infrastructure Maintenance City' Based on Citizen Collaboration." In this initiative, the three companies' different areas of expertise—"Management (PACIFIC CONSULTANTS)," "Digital (NTT Field Techno)," and "Maintenance Technology (Showbond Construction)"—will be integrated to manage everything from daily management to design and construction, thereby comprehensively optimizing infrastructure maintenance. This will enable the "institutionalization" of comprehensive projects, "efficiency improvements" centered on new technologies, and the "establishment" of systems and methods among local stakeholders. At the same time, it aims to build a new sustainable infrastructure management model by developing a collaborative system that leads to the sustainable participation of local stakeholders (employees and local businesses).

This joint proposal group will utilize the knowledge gained through this project to further enhance PPP in the field of infrastructure maintenance and management, and to establish new models that can be deployed to other regions.

■ Main roles of each company:

  • PACIFIC CONSULTANTS
    We will examine business schemes and provide procurement support with a view to introducing comprehensive private sector outsourcing, and as the lead company of the joint proposal group, we will be responsible for overall project management and progress control. In addition, we will promote consensus building support through workshops and other means, and the establishment of maintenance and management systems, in order to realize infrastructure management through citizen collaboration.
  • NTT Field Techno
    I will be responsible for developing an infrastructure management platform utilizing digital technology, and will also consider and propose mechanisms to improve the efficiency of tasks such as receiving reports from citizens and conducting on-site inspections. In addition, I will work to create an environment where citizens can easily understand the current state of local infrastructure by visualizing infrastructure management information and developing dashboards for citizens.
  • Showbond Construction
    We provide technical proposals that leverage our expertise in infrastructure maintenance and repair, and we also offer technical support for citizen-participatory maintenance activities and simple repair initiatives. Furthermore, we promote the establishment of sustainable regional maintenance systems and the development of local stakeholders through technology transfer to local businesses and human resource development.
