"Tachikawa City Clean Center Tachimunii Hiroba" received the Encouragement Award at the Consultants of Landscape Architecture in Japan Award (CLA Award) 2025
Tachikawa City Clean Center Tachimunii Hiroba, which PACIFIC CONSULTANTS CO., LTD. (Address: Chiyoda-ku, Tokyo Representative Director, President Executive Officer: Osamu OMOTO) was involved in the design, received the Encouragement Award at the Consultants of Landscape Architecture in Japan Award (CLA Award) 2025 (sponsored by the Consultants of Landscape Architecture in Japan (CLA)).
The Consultants of Landscape Architecture in Japan Award (CLA Award) recognizes outstanding achievements in consulting work of landscape that contributes to environmental conservation and creation.
■What is Tachimunii Hiroba?
Tachimunii Hiroba is a buffer green space at the Tachikawa City New Incineration Plant (Clean Center). It was planned and designed as a park-like open space to be "a buffer green space that is open to the public and can be used freely by anyone," as was stated from the planning stage.

■Work Review
This project, which opens up the buffer zone around a waste disposal plant, which is usually closed off, as a public plaza for the public to use freely, is a milestone we would like to commend as a "new step" for both the government and the community. Its distinctive feature is the continuous artificial hills arranged around the grassy plaza in the center of the site. These hills, made from soil surplus from the construction of the main clean center, also serve the function of gently preventing intrusion from the surrounding area. Other features include the use of various methods to control stormwater runoff, the protection and utilization of existing trees and the introduction of indigenous species, the reuse of recycled energy, and a design proposal aimed at reducing maintenance costs. The full adoption and utilization of green infrastructure concepts, which we consider to be a contemporary perspective, were also highly praised. However, while the diverse functions and aesthetic features of the continuous artificial hills were highly praised, the selection committee disagreed with the method of arranging the same shaped hills in different sizes, and the expectation for a free landscape expression led to the award of the Encouragement Award.
