The Open Innovation Program "PACIFIC CONSULTANTS Co-Creation Program 2025" Began on September 1, 2025.

PACIFIC CONSULTANTS CO., LTD. (Headquarters: Chiyoda-ku, Tokyo Representative Director, President Executive Officer: Osamu OMOTO) began the "PACIFIC CONSULTANTS Co-Creation Program 2025" (hereinafter referred to as this Program) on September 1, 2025. This Program aims to create new value by combining the technology and knowledge which the company has cultivated over many years with the innovative ideas and speed, and sustainable society.

Since its foundation in 1951, PACIFIC CONSULTANTS has contributed to the sustainable development of Japan and the world in a wide range of fields, including the development of social infrastructure, disaster prevention, the environment, and urban development.
With the vision of "Producing the Future," we continue to take on the challenge of supporting people's lives and paving the way for the next era, even in today's world where social issues are becoming increasingly complex.

This program aims to create new value for society by combining the technology and knowledge which we have cultivated over many years with the innovative ideas and speed of startup companies. Through co-creation, we hope to create businesses that go beyond existing frameworks and take on the challenge of realizing a safe, secure, and sustainable society. We are seeking proposals on four themes: strengthening disaster resilience, implementing GX (Green Transformation), utilizing Visualizer (powered by the Ministry of Land, Infrastructure, Transport and Tourism DPF API), and utilizing infrastructure-based data. We look forward to your participation as partners in building the future together.

01 Co-creation of Disaster Resilience Businesses that Do Not Disrupt the Economy

<Examples of Expected Proposals>
・Disaster prevention technologies and disaster risk analysis methods using AI, sensors, satellites, drones, etc.
・Disaster prevention solution services that apply these technologies.
・Mechanism for linking disaster prevention measures with insurance premium rates (including joint development).
・Data collection and analysis methods that contribute to evidence-based policymaking (EBPM).
・Technology to monitor river basins 24 hours a day, 365 days a year and evaluate satellite data, etc.
・Technology to assess the disaster prevention capabilities of various stakeholders, including individuals, companies, and local governments.

02 Co-creation of Businesses that Implement GX through Research, Development, and Policy Formation

<Examples of Expected Proposals>
・Carbon-neutral technology related to construction and urban development.
・Technology to collect and manage carbon footprints of components during infrastructure construction and maintenance.
・ Renewable energy and energy management businesses.
・Analysis of environmental value related to forests, agriculture, and blue carbon, and carbon credit technology.
・Nature-positive/NbS (nature-based solutions) businesses.
・Business that advances environmental DNA technology and expands its applications.

03 Co-creation of Business Using Visualizer (Powered by Ministry of Land, Infrastructure, Transport and Tourism DPF API)

<Examples of Utilization and Required Technologies>
1. Development of a business application to support the inspection and maintenance of road bridges.
・Development technology to turn Visualizer's display functions into business applications.
・Monitoring/dashboard function for managing and sharing infrastructure data.
2. Planning and development of experiential content for museums and exhibition facilities.
・Interactive technology that makes Visualizer an experience (VR/AR/MR, etc.).
・Immersive production technology that combines sound and video.
3. Development of STEAM teaching materials and lesson packages for elementary and junior high school students.
・EdTech solution that turns Visualizer into teaching materials and incorporates it into learning.
・Lesson packaging and curriculum design know-how.
4. Music content business by creating rhythms and songs from bridge sounds and distributing them.
・Visualizer: Acoustic processing that turns sounds into music, AI composition technology.
・A production/distribution system that connects audio sources to distribution.
5. Planning and development of geographic information-based games set along routes such as roads and rivers.
・Game development technology that utilizes Visualizer's geographic information and sound data (Unity/Unreal, etc.).
・Gamification design incorporating location information and educational elements.
6. Development of tourism, disaster prevention, and education apps that provide location-specific sounds and information via GPS.
・Location-linked guide function that plays the Visualizer sound when you reach the location.
・Mobile implementation that switches content depending on the route (Map API/GPS/Beacon).

04 Infrastructure-based Data Utilization and Co-creation of New Business Areas

<Examples of Expected Proposals>
1. Data collection and management technologies.
・Data collection technology utilizing infrastructure such as roads, bridges, rivers, dams, and ports.
・Technology to analyze vibration data while a vehicle is running.
・Technology to link and manage carbon footprints, etc. to 3D CAD data of infrastructure.
2. New business opportunities using data
・Designing new business models and services using infrastructure and data collected while driving.
・Data-based business linked with 3D CAD data.
3. Application development into new fields
・New business based on construction and civil engineering infrastructure.
・Space development and space business using infrastructure technology.
・Other technologies that are compatible with our business and can open up new fields.

・First Selection: Wednesday, October 15, 2025.
・Brush-up: Thursday, October 16 to Friday, November 14, 2025.
・Second Selection: Tuesday, November 25, 2025.
・Presentations and Discussions: Friday, November 28 to Friday, December 19, 2025.
・Final Selection: Friday, January 9, 2026
