PACIFIC CONSULTANTS CO., LTD. (Address: Chiyoda-ku, Tokyo Representative Director, President Executive Officer: Osamu OMOTO; hereinafter referred to as PACIFIC CONSULTANTS) and Chiba City (Address: Chuo-ku, Chiba City; Mayor: Kamiya Shunichi) have signed an agreement to promote the appeal of the region and acquire new sources of revenue by converting infrastructure and local resources into 3D images and NFTs, and held a signing ceremony on April 24, 2025.

■ Background and objectives of the project
In recent years, advances in NFT (Non-Non-Fungible Token) technology have made it possible to clearly prove ownership of digital information, enabling it to be bought and sold. The NFT market has grown rapidly and is predicted to continue to grow significantly in the future.
In light of these market trends, PACIFIC CONSULTANTS will work with local governments to promote 3D/NFT projects for public infrastructure such as bridges, dams, and train stations, as well as local resources such as cityscapes, nature, and tourist facilities.
In addition, a portion of the profits from the sale of 3D NFTs, which can be viewed and purchased from around the world, will be returned to the local area as a new source of income. In addition, by strengthening and promoting the appeal of the local area through 3D NFTs, we aim to revitalize the area by attracting visitors to the area through NFTs.

About this agreement and Chiba Zoo’s NFT sales business
The purpose of this agreement is to create new appeal for Chiba Zoo, operated by Chiba City, and to raise funds to support the operation of the zoo by utilizing new businesses promoted by PACIFIC CONSULTANTS to make effective use of public infrastructure and other assets through digital technology and to increase the appeal of local governments.

As the first step of this agreement, Chiba Zoo, a regional resource that represents Chiba City, will sell NFTs under the title "Chiba Zoo NFT Collection." The NFTs for sale will be available for purchase on a special website for the "Chiba Zoo NFT Collection."

The NFTs to be sold feature highly detailed 3D models based on the animals and infrastructure actually kept at Chiba Zoo. Purchased NFTs can be viewed on a map on a special website, allowing users to enjoy the fun of collecting in a digital space amid the zoo's atmosphere. In addition, as a purchase bonus, exclusive content and services will be provided, allowing users to learn various information and support the zoo's activities.

Through this project, we hope to spark interest in Chiba City Zoo even among those who have never visited before. A portion of the NFT sales will be used to further develop and sustainably operate Chiba City Zoo.

■ Future plans
The Chiba Zoo NFT Collection special website is scheduled to be launched at the end of May 2025, with sales of NFTs scheduled to begin around July. A campaign will be held to give away one free NFT to those who access the special website for the first time. Creating a wallet, which is necessary to purchase NFTs, can also be easily done on the special website, so even first-time visitors can feel at ease in experiencing the world of NFTs and its appeal.
In addition, as a further expansion of NFTs, we will continue to explore the possibility of commercializing metaverse-related businesses and digital archives that utilize 3D models.
