"Comprehensive Maintenance Management of Social Capital in Sanjo City (Ranpoku Area) Project" won the Minister of Land, Infrastructure, Transport and Tourism Award at the 8th Infrastructure Maintenance Awards
PACIFIC CONSULTANTS CO., LTD. (Headquarters: Chiyoda-ku, Tokyo; Representative Director, President Executive Officer: Osamu OMOTO) was awarded the Minister of Land, Infrastructure, Transport and Tourism Award at the 8th Infrastructure Maintenance Awards, which is co-sponsored by Sanjo City, Niigata Prefecture as one joint venture company for the "Comprehensive Maintenance Management of Social Capital in Sanjo City (Ranpoku Area) Project".
The Infrastructure Maintenance Awards aim to recognize outstanding initiatives and technological developments related to infrastructure maintenance in Japan and widely promote them as best practices, thereby promoting the efforts of businesses, organizations, researchers, and others involved in infrastructure maintenance in Japan, revitalizing the maintenance industry, and spreading the concept of infrastructure maintenance.

Project name: Comprehensive maintenance and management of social capital in Sanjo City (Ranpoku Area)
This project is one of the earliest examples of comprehensive cross-sectoral private outsourcing, in which daily maintenance across multiple fields managed by Sanjo City, such as roads, bridges, parks, and waterways, is ordered collectively under a multi-year contract in the "Rankita District" including the city center. Over 2,000 on-site responses per year, including detailed responses, are covered under a single contract. This project employs "performance-based regulations," giving the private sector (Rankita Maintenance JV) some freedom in on-site responses, and has worked to build a sustainable maintenance system through repeated trial and error under PPP.
■Reason for Award
The organization was recognized for establishing a system that allows the private sector to respond flexibly, and for actively working to utilize new technologies such as AI inspections and patrol support using tablets, thereby making operations more efficient and advanced.
The award ceremony was held on January 16, 2025.
