Toshiro Shiraishi

A leading figure in the field of civil engineering and architecture who left an immortal mark

The uncle of the Shiraishi brothers, Takayoshi and Muneki, was Prime Minister Shigeru Yoshida. Takayoshi Shiraishi was a man of many accomplishments, becoming the first President of Komatsu Ltd. in 1921 and the first man in Japan to use the pneumatic caisson method for the foundation work of the Eitai Bridge in 1925. He also wrote Japan's first golf textbook in 1931 (Showa 6).
To learn architectural techniques that were nearly half a century ahead of Japan, Toshira studied in the United States, where he made friends with many engineers, architects, and businessmen. It is believed that he also became friends with Raymond around this time. Alternatively, since Raymond joined the Tokyo Golf Club around 1921, one theory is that Toshira's friendship with Raymond began in Japan through golf.

Tuesday Association Counseling Center establishment

In January 1948, Tashira and other engineers, who had gathered together in despair over the devastated country after the war, received a letter from their best friend, Mr. Raymond. "I have a deep affection for Japan. I hear that Japan is currently in great trouble, but if there is anything we can do to help, we would love to help. Please let us know what you would like us to do and your situation." Tashira and his friends then sent the following reply to Mr. Raymond: "As engineers, there are two things we must do for Japan right now. One is to develop electricity, as there is an extreme shortage of it, and the other is to increase coal production."
When Tashira and his colleagues explained their plan to develop the Tadami River Dam to Raymond, who visited Japan in the fall of 1948, he was very supportive and recommended that a study and report by a respected American consulting engineer be conducted in order for the project to move forward.The following June, 1949, Raymond contacted us to inform us that Eric Flore of Westinghouse International would be visiting Japan.
Prior to Mr. Floor's arrival in Japan, Tashira and others named the group organization for their external activities "Tuesday Association Consulting Center" on July 1, 1949. This Tuesday Association Consulting Center was established in Room 424 of the Shiroishi Foundation Headquarters in the Maru Building, and became the establishment parent organization of what would later become PACIFIC CONSULTANTS CO., LTD.
Raymond came to Japan with Floor in October 1949, and in early November he headed to the Tadami River to conduct a field survey together with Hirayama Fukujiro, Shiraishi Muneki, Fukihara Yayoizo, and Kono Yasuo.

Tokyo Golf Club Asaka Course Construction

After graduating from the Faculty of Engineering at the University of Tokyo, he studied in the United States, where he was mentored by the Akaboshi brothers, Shiro and Rokuro, and became a top amateur golfer, playing an active role in the East-West competitions in the early Showa period. In 1931, he compiled the technical theories taught by the Akaboshi brothers and published "The Right Way to Play Golf" through Meguro Shoten. It was the first golf lesson book written by a Japanese person for Japanese people.
Furthermore, as Executive Manager of the Tokyo Golf Club, he led the club's relocation from the Komazawa Course (now Komazawa Olympic Park) to the Asaka Course in 1932. The Asaka Course was designed by C. H. Allison (also the designer of the Hirono and Kawana Golf Courses, famous for the Allison Bunker). The clubhouse was designed by Raymond.
*The Tokyo Golf Club Asaka Course was transferred to the Army Reserve Officers School during the war and no longer exists. The club was later relocated to Sayama City in 1940 (designed by Otani Mitsuaki), where it remains to this day. The 2001 Japan Open was held here.
