To ensure that the people who support international development can continue to demonstrate their strengths
Since its founding in 1983, PADECO Co., Ltd. has implemented over 1,600 projects in over 136 countries around the world as a comprehensive consulting firm in the fields of international cooperation and development, through policy planning, infrastructure development, human resource development, etc. The company's mission is to "create a better society for current and future generations" by working to solve social issues related to all areas of the SDGs.
These businesses are supported by employees with diverse expertise and backgrounds. The company places importance on ensuring that its employees, who work together across countries, regions, time zones and cultural differences, are healthy both physically and mentally and can continue to play an active role over the long term, and has positioned work style reform as a management issue.
Major initiatives that were recognized
1. A unique system that effectively encourages employees to take paid leave
We have created a new special leave (3 days) that can be used by employees who have taken 5 days of paid leave, and are designing a system that encourages employees to take actual leave rather than just taking it as a formality.
2. Flexible system operation that is not too bound by regulations
Regarding reduced working hours, we do not impose a uniform limit, such as for those with preschool children, but rather respond flexibly to the circumstances of each employee. We are working to create an environment where employees can continue their careers regardless of their age or life stage.

3. Establishing a work style that takes diversity into account
We have introduced a flextime system and teleworking, creating an environment where employees can work from various locations both in Japan and overseas. We are building a system where diverse talent, including foreign nationals and members of overseas bases, can work toward the same goals.

4. A flat organizational culture that supports psychological safety
Through meetings between President and employees to exchange opinions and proposal systems, we have fostered a culture where opinions can be exchanged regardless of position or age. Flexible operation is ingrained in our culture not only through systems but also through daily communication.
As a result of the proposal system, we have established a career design room where career consultants provide training to deepen employees' future career planning.

5. Actively communicating with the public
In addition to in-house initiatives, we are also actively involved in conducting the industry's first certification exam in the field of international cooperation, and disseminating information to convey the voices of development consultants on the ground.

6. Balancing work style reform and business growth
These combined efforts have resulted in improvements in turnover rates and business performance, and the company has been praised as a good example of how work style reform can lead to sustainable corporate growth.

Comment President and Representative Director
Regarding this award, President and Representative Director Tomoyuki SHIGENAGA commented as follows:

Our business involves addressing social issues around the world and requires us to produce results over the long term. We believe that the foundation of this work lies in the expertise and experience of each employee, as well as the creativity they demonstrate on the ground.
That is why we believe that creating an environment where people can continue to exert their abilities with peace of mind, regardless of their own life stage or circumstances, rather than a work style that relies on someone pushing themselves too hard, will lead to improving the quality of our business.
When it comes to work style reform, people tend to focus on the novelty and number of systems, but what we have always valued more than just "creating" systems is whether they are used naturally in the workplace on a daily basis and whether they are operated flexibly through dialogue. We believe that the fact that we have been recognized for this is proof that the efforts we have made together with our employees have taken root as part of our organizational culture.
Going forward, we will not view work style reform as an end in itself, but rather as building the foundation for continuing to fulfill our social mission of international development, and we hope to be a company where diverse human resources can thrive over the long term.
Future outlook
PADECO Co., Ltd., Ltd. will continue to position work style reform not simply as a welfare measure, but as an important management strategy for improving the quality and sustainability of its international development projects. PADECO Vision 2030, which outlines the vision for 2030, states that "We aim to work happily from anywhere in the world and continue to contribute to international development with rich ideas."
By creating an environment where diverse talent can continue to take on challenges with peace of mind, we hope to provide more flexible and creative solutions to the increasingly complex and sophisticated challenges facing the international community.
The company believes that receiving the Tokyo Future Work Award 2025 Encouragement Prize recognizes its stance as a company committed to solving social issues, believing that its own working style should be sustainable. The company will continue to give back value to society through projects both in Japan and overseas.
