PACIFIC CONSULTANTS CO., LTD. (Headquarters: Chiyoda-ku, Tokyo Representative Director, President Executive Officer: Osamu OMOTO) will be sponsoring and joining the exhibition at World BOSAI Forum 2025, which will be held at the Sendai International Center in Sendai City, Miyagi Prefecture from March 7th (Fri) to 9th (Sun), 2025.
What is World BOSAI Forum (WBF)?
The World BOSAI Forum, in collaboration with World BOSAI Forum in Switzerland, is an international citizen's forum from Japan that brings together people involved in disaster risk reduction from industry, government, academia, and the private sector from Japan and abroad. Based on the four priority actions set out in the Sendai Framework for Disaster Risk Reduction: (1) understanding disaster risk, (2) strengthening disaster risk governance to manage disaster risk, (3) investing in disaster risk reduction for resilience, and (4) improving preparedness for effective disaster response and "Build Back Better" in the recovery and reconstruction process, We aim to permeate the policies, societies, and cultures of countries around the world (mainstreaming disaster prevention).

The theme in this time is "What should we do to with KIKOHEN?" The word "KIKOHEN" is a message to think about how to change (=change, HEN) our behavior to reduce the risk of disasters caused by climate change (KIKO). Now that disasters are becoming more frequent and severe due to global warming, not only disaster prevention experts but also individuals, companies, and governments need to think about reducing disaster risks in their daily lives and work. World BOSAI Forum 2025 aims to bring together knowledge on disaster prevention from industry, government, academia, and citizens across borders, and to be an international forum to explore prospects for the future through behavioral change.

PACIFIC CONSULTANTS has had various contacts with International Research Institute of Disaster Science, Tohoku University in the course of project on recovery and reconstruction since the Great East Japan Earthquake and was concluded an agreement in 2017 regarding "Collaboration and Cooperation in Promoting the Implementation of the Sendai Framework for Disaster Risk Reduction". Based on this agreement, Pacific Consultants continues to work in collaboration with Tohoku University and also provides support for the "World BOSAI Forum" as a corporate supporter.
■About the exhibition booth

Under the theme of "Disaster prevention and reconstruction technology connecting the past to the future," we will introduce the various projects we have been involved in and disaster prevention and reconstruction related technologies in each technical field. In addition to introducing our achievements in earthquake disaster reconstruction, such as reconstruction work after the Great East Japan Earthquake, progress management and slope survey and analysis of disaster waste disposal projects after the Noto Peninsula Earthquake, and CM projects after the Kumamoto Earthquake, we will also exhibit our support for formulating and revising disaster waste disposal plans based on recent disasters, risk communication tools for evaluating slope disaster hazards, digital services that support disaster prevention and reduction for local governments, private companies and individuals, and also overseas project achievements, etc.

Summary: Regarding improving resilience in light of climate change, we will introduce the current domestic and international response to wind and flood damages caused by recent increases in runoff volume, and prolonged earthquake disasters, and discuss from various perspectives such as planning including countermeasures (mitigation and adaptation) such as hard and soft measures, development of effectiveness measurement technology and analysis methodology, PPP, environment and energy, etc. Furthermore, we will propose issues and necessary responses (technological development, dissemination, education, etc.) to utilize these Japanese technologies overseas and connect them to the sustainable development of local communities.

Summary: In recent years, the spread of big data and improvements in computational technology have led to improvements in the quality and quantity of usable data, and this has led to a growing momentum for evidence-based policy making (EBPM).
In this session, we will introduce the quantitative evaluation system developed by PACIFIC CONSULTANTS, International Research Institute of Disaster Science, Tohoku University, and the Disaster-Resilient and Environmentally-Friendly City Promotion Office, Sendai City, which cooperated in the development, will introduce their respective efforts. We will also discuss various developments and their effects by utilizing economic models, etc.
