Kanagawa Prefectural Kannonzaki Park "BEACH⇔PARK LIVING" Wins Good Design Award

- Park-PFI Project at Tatara-hama Park in Kanagawa Prefectural Kannonzaki Park -

We received some exciting news in October 2022. Our first Park-PFI Project (Private Sector Participation), "BEACH⇔PARK LIVING (Beach Park Living/Barbecue Cafe Function)", has won the "FY2022 (JPN) Good Design Award" sponsored by the Japan Institute of Design Promotion.

About the Award-Winning "BEACH⇔PARK LIVING"

This project is the first Park-PFI project (*1) in a Kanagawa Prefectural Park.
The aim of this project is to attract visitors to the park and revitalize the local area by having a private business develop and operate a profitable facility at Tatara-hama Park Site in Kanagawa Prefectural Kannonzaki Park.
As the representative legal entity of the "BEACH⇔PARK LIVING Joint Venture," we are fully involved in the business, including investment, overall management, design and supervision, and operation and management for over 10 years.

Our Approach to Design

Kanagawa Prefectural Kannonzaki Park is a popular park visited by 870,000 people annually (Results in 2018), but the park was not easy to navigate, with visitors only staying there for around two hours. Some visitors also requested a space where they could leisurely view the ocean. For these reasons, this project sought to utilize Tatara-hama Park Site on the west side of the park as a new base for visitors to use the park to improve accessibility and extend visitor stays, and to create an open space where visitors could leisurely view the ocean. To this end, we took advantage of the existing topography to create an attractive space and designed a space that would revitalize the entire area.

Design Points

1. Creating new value for the park by creating a living room-like space that makes the most of the existing sea and park environment

  • We made maximum use of the existing topography, existing trees and facilities, and kept development to a minimum to create an environmentally friendly space.
  • Making the most of the existing topography, the facilities have been laid out to ensure views of the ocean from all sites, and by providing semi-outdoor spaces with decks and roofs, we have created a new, attractive space that feels like a relaxing living room.

2. A project to improve the appeal of parks by utilizing the Park-PFI system, a privately-established, privately-operated system, in spaces that have been underutilized.

  • In order to expand the target demographic of park visitors, we have set up 17 distinctive BBQ sites of 4 types, centered around a cafe and bar that anyone can drop by, with the aim of providing enjoyment for a diverse range of users.
  • By developing facilities that can be used in the winter for things like kotatsu and camping, we have created a BBQ facility that can be enjoyed all year round.
  • By installing a cafe and bar that beach users can easily use and renovating the toilets to provide shower facilities, we have created an environment where people can easily move between the beach and the park, making it possible to use the beach and the park together.

3. Collaboration with the local community contributes to revitalizing the entire area and improving safety

  • Aiming to create an open space that can be used by all local residents, we placed a grassy plaza in the middle and created a venue for various events and cultural activities.
  • Taking advantage of the park's location, the site is used as a stage for hula dance class recitals, yoga and SUP experiences, and other projects and activities are carried out in collaboration with local groups, creating a lively atmosphere in the local area and providing fun for the Kannonzaki area.
  • We are working together with people in the Kannonzaki area to carry out cleaning activities and secure transportation.

Thanks to these efforts, two years after its opening, and despite the COVID-19 pandemic in FY2021 (JPN), it has contributed to attracting visitors to the area around Kannonzaki Park (Tatara-hama Park Site), improving accessibility and increasing the area's appeal, which led to the facility being recognized as receiving a Good Design Award.

Comments from the Good Design Award Judges

Focusing on a space that was close to abundant tourist resources but had become unused due to low mobility, the design is excellent, as it effectively dots the area with facilities that can attract many people and be used for events, without putting a strain on the natural environment.

The comfortable space provided by the deck and tarp has attracted a certain number of people even in the face of restrictions on movement due to the spread of COVID-19, and it is possible that in the future it will become more widely accepted in other regions as an option for outdoor activities for family-sized groups.

*1 What is the Park-PFI Project?
Newly established by the revision of the Urban Park Law in Heisei 29, it is a "Park-PFI" that selects a person who integrates the establishment of a profit-making facility (park facility subject to public offering) of a private business operator that contributes to improving the convenience of park users such as restaurants and shops, and the development and renovation of public facilities (specified park facilities) that can be used by park users such as parks and plazas in the vicinity using the profits generated from the facility.
