Aiming to Become a Global Company

The problems we need to solve are global

Under the management strategy of "Company-wide Globalization," PACIFIC CONSULTANTS has removed the barriers between domestic and overseas markets and is actively expanding its business on the world stage. The company is steadily building its foundations by establishing a new organizational structure befitting a global company and realizing the acquisition of PADECO Co., Ltd., an international development consulting company that has expanded into various businesses around the world as our subsidiary. We have asked the President & Representative Director, Osamu OMOTO, about why the company is now aiming to become a global company.

The distinction between domestic and international no longer makes sense.

- Could you please tell us what a global company is?

OMOTO: The word "Global" is not new, and there are many companies that have expanded the overseas businesses.

However, our current goal under the strategy of "Company-wide Globalization" is not to focus on overseas business in addition to domestic business or to increase the ratio of overseas business sales. Our goal is to break down the barriers between domestic and overseas businesses and to do business as a single field. Our business domain covers the entire world, and Japan is a part of it.

- Why do you think that way now?

OMOTO: In many ways, the world is becoming borderless. The social issues we need to solve are also becoming more extensive, and it no longer makes much sense to distinguish between domestic and overseas businesses. In addition, the major social infrastructure projects we have been involved in, such as railroads, roads, and bridges, are now needed in overseas developing countries, and many of them are being undertaken.

I believe that we, as a global company, are required to support projects in developing countries in order to make use of the technology and know-how we have cultivated over the years.

To inherit a secure life for people around the world and a rich global environment

- I think you have been developing overseas business in the past. Will your approach change?

OMOTO: It is true that we have developed various overseas businesses. However, since the overseas business departments have mainly developed these businesses, we did not have a sufficient system to utilize the know-how accumulated in domestic operations in overseas operations and, conversely, to apply the knowledge gained in overseas operations in Japan.

For example, infrastructure design in Japan is extremely precise and durable, and uses advanced technology in terms of long-term maintenance and management, which I believe can be applied to overseas business as well. Conversely, overseas, infrastructure design is rarely limited to individual infrastructure design, but often involves comprehensive efforts to establish new transportation networks and urban development, etc. I believe that the broad perspective and ability to comprehensively promote an entire project gained through this experience can be used in domestic business as well.

We believe that a single global company operates in a marketplace called the world, and that seamless connections between domestic and international operations are necessary and will lead to corporate growth.

- Is it also connected to the newly added "Statement" at the beginning of the vision of PACIFIC CONSULTANTS GROUP?

OMOTO: Of course. The mission of PACIFIC CONSULTANTS GROUP, which we set forth in our statement, is two-fold: one is to realize a society where people around the world can live in peace and security through infrastructure development, and the other is to protect the global environment and pass on a prosperous planet to the next generation. There is no domestic or overseas focus here. To fulfill this mission, we will continue our activities on the world stage.

Of course we cannot directly end wars or resolve conflicts. We also cannot protect the global environment on our own. However, we can do our part to eliminate the sparks of conflict, the dangers in our daily lives, and our fears for the future of the Earth, even if only a little.

For example, a single bridge connecting a new town can eliminate social inequalities and create unprecedented exchanges, enriching the community and narrowing economic disparities. This can lead to the prevention of conflicts.

We have also been working on the global warming issue for more than 30 years and have supported the efforts of countries in Japan and Southeast Asia in how they should work to reduce their emissions of greenhouse gases. We believe that what we should do is not limited to domestic but global.

Global markets are where PACIFIC CONSULTANTS has chosen.


- What is your vision of what you want to become as a global company?

OMOTO: One of our future goals is to become large enough to rank in the top 50 of the "ENR (Engineering News-Record)" ranking published annually by McGraw Hill in the U.S., and to establish a presence in the global market.

To this end, we will not only further develop the various measures we are undertaking under the slogan of "Company-wide Globalization," but also actively engage in M&A of companies that have extensive experience in overseas business and share our philosophy.

The acquisition of PADECO Co., Ltd. as a subsidiary in December 2023 was part of this process. The company is an international development consulting firm specializing in overseas projects, with over 1,300 projects in more than 110 countries developed over the past 40 years.

In addition, our business fields range from infrastructure, legal systems, peacebuilding, education, living environment, and urban and regional development, and we have a wide variety of personnel with expertise in these areas. Furthermore, many of them have a strong sense of mission to support developing countries and realize international peace through their experience in the Japan Overseas Cooperation Volunteers (JOCV).

PACIFIC CONSULTANTS We believe that we can generate significant synergies if we combine our technological capabilities in a variety of fields as one. However, we do not intend to chase sales figures in the dark. We would like to work with companies that share our statement and management philosophy of "continuously providing new value to society through advanced integrated solution services".


Our company has its roots as U.S. Corporation a company that was established by Japanese and American engineers with the desire that a Western-style system of consulting engineers was necessary for Japan's postwar reconstruction.

Our company name "Pacific" not only means "Across the Pacific," but also expresses our desire to be a company that contributes to peace in the world. From the very beginning, we have been a global company.

This DNA has been passed down to our Group even today. We believe that the global field is where we can best demonstrate our capabilities, and we look forward to further growth together with like-minded people.

Joined the company in 1996. After serving as the Director General of Business Promotion Department in Headquarters and General Manager of Kyushu Branch Office, etc., he was served as a Director in 2016. He will become President and Representative Director in October 2022. His motto is "Look at the big picture and start small." While aiming for big goals, he always keep in mind of taking on the challenge steadily. He is also a Vice Chairman of the Japan Civil Engineering Consultants Association and the General Manager of Kanto Branch Office of the Japan Civil Engineering Consultants Association.
